Well, there it is, right there! Looks like 4 Amps. Maybe they are
saying 4 A on phase 1, and
4 Amps on Phase 0. The 85 Omega means Ohms, but there
is a decimal point lost there. Probably would have to be either 8.5
Ohms or .85 Ohms.
8.5 Ohms would give 34 Volts, and .85 Ohms would be 3.4 Volts. A
voltmeter would
tell which one it is.

If I wanted to try reducing the voltage to the motors, how would I do

Turn down the current, and the voltage must come down.
