BATF has quite a reputation for going after small enterprises and
nailing them to the cross. I don't know the law exactly, but do know
that:

If someone brings a firearm into my shop for work and STAYS here the
entire time, I don't have to register, or "sign in" the firearm.
If he leaves the property, even for a few minutes, leaving the firearm
behind, I am legally obligated to "sign it in", but of course not being
a gunsmith, I can't do that. Instant felon.

HSM types CAN work on individual parts that do not constitute a major
component of a firearm, generally the frame of a pistol or revolver, or
the reciever of a rifle/shotgun. This is a gray area however, and an
area where some zealot agents have been known to entrap innocent and
unsuspecting folks. (must be tough at review time if you have to entrap
folks to appear effective...) DO NOT chop barrels unless you are
absolutely clear on exactly HOW barrel length is determined BY BATF.
This is their favorite way to entrap the unsuspecting. (hint: it's -not-
from the rear of the cartridge...)

I'm not saying don't do this type of work, but rather check into the
laws, both local and federal, before doing so. It's a natural field for
HSM types, but be aware that BATF has ZERO tolerance for ignorance of
the law! Sad that one has to be so cautious and wary of one's own
government...
