Alan,

You are right. A generic PLL phase detector has a pull-in range of +/-
90 deg. A 4-bit counter/summer extends this to +/- 8 X 360 deg or
2,880 degrees.

Second, the VCO in PLLs is linear. Even if its range is 1:10,000
(unlikely) the noise (phase jitter) at low frequencies would make it
unacceptable.

Finally if a PLL outputs a few pulses too few or too many, nobody
cares. That's not the case with motion control.
