You used to get the bonus immediately when the person referred by you signed
up. Now they have to "verify" a bank account before you get the bonus. What
happens is that the new user gives PayPal their bank account information and
PayPal puts two small deposits of less than a dollar each into their account
(at PayPal's own expense). The new user then contacts their bank and finds
out how much the two deposits were and then reports those deposit amounts
back to PayPal on a form on the PayPal website. That's how PayPal knows that
the bank information is valid. Once that's completed Bill gets his $5.
