Doing this with a normal PC keyboard is
basicly going to be an incredible pain.
The BIOS initializes the keyboard at startup,
so you have to somehow get the session started with
both keyboards. 8cP 8cP 8cP 8cP
Far saner is to use two USB keyboards.
I take it you're using this to make some sort of control panel?
In the past I've disassembled a keyboard, unsoldered a few keys,
and run leads from their position on the PC board to a pushbutton on a panel
or a microswitch in a machine. El cheapo easy way to get input.
