Go back to the Cadsoft page and note the following:

ew355r3.exe EAGLE version 3.55r3 (english, Windows95/NT).

ew355r33.zip A new EAGLE version 3.55r33 executable for Windows that
implements origin crosses for texts and parts. Unzip this file and copy
it into your EAGLE directory.

You need to install 'ew355r3.exe' BEFORE installing this file!

ew355r33.zip is just a patch, to get the full installation package you
need ew355r3.exe
