Can I use a CNC mill to create printed circuit boards?

I've seen small dedicated mills and software sold as a bundle that
create PC boards. The software part takes Gerber files (the standard
file type that lists where the copper traces go in printed circuit
boards) and from that figures out how to mill superficial slots in
copper-clad fiberglass PC boards. Then a second PC program reads
that data and controls the small dedicated CNC mill using a
proprietary program code.
I'd like to mill PC boards using a standard CNC mill. Does anyone
know of a software package that changes Gerber files into .dxf files
or (better yet) can directly create the CNC program code?
