I had to think back a bit here, but I recall this being being handled by
the feedrate override. No reason at all that handwheel input cannot be
scaled.

I do also recall now that the jog function had a continuous option, jog
as long as the button is held down.

I just mentioned these things as everyone has their own ideas how things
should work. From the perspective of EMC's stated mission, I feel at
least some thought ought to be given to maintaining synch with industry
practices and nomenclature.
