I've been using Eagle PCB for awhile now on win and Linux
get it at
http://www.cadsoft.de/
the freeware version limits are 2 signal layers
the useable (signal) board area is limited to 100 x 80 mm (4 x 3.2 inches)
(will fit a pci or 8bit isa card edge but gets cramped)
and the schematic editor can only use one sheet per board

I've found these limits to be fine for most of the stuff I do and
alot better than some of the other makers limits ie.
time, number of pins, number of components ,etc

has autorouting and can be tweaked to output G-code with some work
also there is a utility to do trace isolation toolpath output for milling
boards and lots else
