My old McMaster Carr catalog lists several 25 pin punch sets ranging
from $166 to $353. All their sets establish punch-out location by
drilling a hole (or holes) and the actual punching is done by pulling
the punch and die together with a draw bolt, like a Greenlee chassis
punch.
Personally, I much prefer this method over milling. Milling is
almost limited to small flat panels because of the clamping issues.
Punching with the draw bolt type dies allows punching on formed boxes
or whatever, even on boxes full of components. The only retriction
would be you'd have to have access to drill the locater hole(s).
