We use brass brushes and lapping compound for the "engine turned" effect on
gunwork.
Larger brass brushes are available some place that should serve your
purpose.
If the brass brush is not hollow, you won't need to put the brush on an
angle.
You could also set up a cheap indexing device using long pieces of threaded
rod. All you'd need then would be some corner brackets and a plate for
mounting the tool.
