On commercial systems (I use Alphacam) you tell the cam program which side
of the geometry that you want to cut on. Next, you select a tool so that the
cam program will know the radius. Then you can tell the cam program what
you want to do, like pocketing or cutting out a part.
The tool path that is generated will be offset from the geometry by the
radius of the cutter.
In any case the tool path that you are looking at will have the cutter
cutting on the centerline of the tool path.
