My BP CNC was missing this air motor as well. It mostly functioned as a
spare part mine for other machines. It was never controled by the
computer, but had a button on the control panel.

I replaced it with a standard counterweighted machine crank from MSC.
It is quite geared down, and takes a lot of cranking to effect a speed
change, but it works OK. A pic:
