Hello Murray,
with oil it should work well.
But with other liquids like water or alcohol
you probably will have trouble.
The liquid you use might have a repealing effect with
teflon which you might overcome with a kind of detergent
(you might call it a solution agent).
Remember that soap molecules have one grease loving tail
and one water loving tail. That way the soap makes grease
"soluble" (better emulsificable) in water.
Teflon should repeal most liquids but as more the liquids
molecular structure is similar to the one of teflon
as more the teflon should stay floating in the solvent.
I guess the best result you will have with oils with some
additives.

In any case it will be necessary to keep the mixture in movement
by a recirculating pump or mixer.
If not it will always sediment up or down and you will not have
a homogene mixture.
As more different are the specific weights and less viscosity you
have as faster the mixture will sediment.
