I think DeskArt, Emulazer and a few others offer that capability in the
low end bracket. The best is probably ArtCam Pro ($$$).
Master5 , as well ,can do Bitmap and Jpg's.

Each software has different techniques and abilities, probably best to check
them all to find what you like. Most photo -> G-Code programs do not
actually create a coin-like image, but more a HoloGram type image where the
grey scale is interpolated to a Z depth. Results vary widely with technique
, so play around a bit before getting disgusted with the results. ArtCam is
an expert at this as it allows for many refinements in the process.
