First I must ask why a motor that is less than twice the rating uses
almost 10 times the current of the smaller one?

Now, having asked the question, 14 AWG should work fine however, if
the wire runs are long I would use 12 just for a bit of extra safety. A 1 HP
single phase AC motor will draw approximately 16 amps and the codes allow 14
AWG for that application, just so you have some comparison to look at. Also,
as a rule 14 AWG is the smallest wire size that is recommended for any
industrial motor wiring application.
