Just about every classic 3 terminal adjustable regulator is rated by
differential voltage from in to out.

The National datasheet, on page 2 list the maximum differential voltage
for the 317 as +40 -.3

In a previous life, I used to put 400 volts to the input of a 317.
Suitable divider to get 375 volts out. The screen grids never knew the
difference.
