jpeg or bmp to 3D surface How??

Hello,
I am still quite new to this and believe I am stumbling on something
relatively basic.
I am attempting to scan in an image and then generate gcode from the
image. I would like to have a 3D relief when completed. I have used
the 'Heightfield from bmp' function in Rhino and have also attempted
to use Cybermesh. The results fall one of two ways; poor detail and
not much definition or the generated file is too large to manipulate.
I have altered some parameters, but am stabbing in the dark without
much success.
I have RAMS v1.6, Vector 9.3, and Rhino 2.0. I also have access to an
older version of CorelDraw. I am interested in what others have
achieved with a combination thereof or other good low-cost solutions.
Others comments on successful approaches to this task would be a big
help. Thanks.
