Yes, Dolphin can only import *.dxf files.

The Dolphin Cad system is 2D and the most reliable (in my opinion) way of importing/exporting 2D Cad files is via dxf.

I have yet to use a Cad system that doesn't have the ability to read/create dxf files, although, I have to admit, not all of them can cope with some of the intricacies of the dxf format.

As far as I am aware, the Dolphin system is kept bang up to date with the latest dxf standard.

Although Dolphin Cad is 2D, it will read a 3D dxf and automatically flatten it to 2D. This is useful for selecting the contours and profiles required for Dolphin Cam's 3D machining routines.
