threading on cnc router

Can NPT13 thread be cut on plastic valves using a 3 axis CNC router?
Or does the fact that the cutter's plane of rotation is not parallel
to the thread mean it can't be done?

Without getting into the details, I can't simply mount a die to do
the threading.
