Stan,
Roper-Whitney uses a standard clearance of .006" on their dies for
use up to 16ga steel. The clearance is in the die, make the punch on
size.
Since .017" aluminum is getting fairly thin I'd guess a lesser
clearance might be called for. Might need some trials to determine
what's best.
