You can do a pretty simple worst case calculation, taking the lowest
speed of the spindle belt drive (if so equipped), the motor HP and a
reasonable tool diameter for that speed. Assuming the tool was a
drum with string wound on it, how hard would it pull on that string
at rated HP? I just ran through this calculation in a post yesterday.
