I made one of these. I got a Parker ballpoint refill cartridge that is
all metal, so the point won't wobble. I made a front 'collet' with a
hole just barely big enough for the pen tip, and bored out a 1/2"
rod. There is a setscrew in the back that presses on a ballpoint spring
to push the pen forward. There is a thread on the front that the
collet screws onto. I took some pictures of it, but my digital camera
doesn't have a macro mode, and they are not useful. Someday, I'll
have to make up drawings of it. but, it is so simple, you should be
able to make one in a couple of hours.

I used it for this purpose when I was learning how to do cutter radius
compensation.
