I think that the recommendation for ventilation is well founded. There
shouldn't be a problem as long as you use good sharp tools and proper cutting
speeds.
Just as a side note, when PVC burns it does give off VERY toxic fumes, as a
volunteer fireman it's one of the main reasons we wear breathing apparatus in
fires and during overhaul.
