CE is a Windows software that is made specifically for hand helds and
embedded devices. I don't even know if there is a version that will run on
desktop type equipment. I believe there is an emulator that will let you
test and debug CE applications on a standard Windows desktop OS, but that
does not replace the need for 98 or XP. While CE is made to look like 98 it
is not DOS based as far as I know. It is also not an NT variant. There is an
embedded NT OS, but that is different. CE also requires programs
specifically written and compiled for it. So unless there is a CE version of
Flashcut you can not use that OS.
