Alibre Design can import all Step files, Sat files and IGES files.

Possibly Accutrans ($28.00) could make the conversion between the
two for you.
Alibre is very affordable and Bob Campbell on this list is a dealer
for them.

I really like the program myself and Bob is a great guy to deal with.
