Dave: What are you driving the card with? Not the raw parallel port
I hope. Parallel ports operate at 5 volts and gnd. In order to get
the +12 volt you need open collector outputs on the pc side of the
drive. The board you have does not appear to have Opto inputs
(isolated). The parallel port may or may not have enough power to
run either the step or direction. You will get strange occurances of
the drive to the card is not as specified. It has nothing to do with
any setting in MACH1.

Try hooking the unit up on a bench 12V supply and apply the DIR and
STEP manually by touching the +12 to the STEP pins and switching the
DIR pin from GND to +12. Better yet is to use a Pulse Generator if
you have one that will output a 12V peak to peak square wave.
