EMC and Gecko 210

I have installed the latest EMC BDI-TNG -- It is great - all of Linux is there ...
I have Gecko 210's jumpered to do full steps. I am using freqmod as I understand that is all that works this version of EMC. I can get the machine running but the motion is not what I would expect. All I get out of the motors is a "wiggle". The best response is when I set the motion to be some very small distance -- .001 or so. Then whenever I indicate a move the motor at least vibrates - it is not clear that it moved the correct amount. When the motion is set for greater distances it sometimes has no effect, and sometimes vibrates the motors then quiesses while the display counts out the distance traveled.
Does anybody have an idea what the problem might be?
