The JR Kerr PICS cost about $35.00 each, programmed, and one
controller/encoder reader would need a total of two pics. I know next
to nothing about pics. Would the cost with the Microchip controller be
much less (for pics?).

Have you used the designs yourself?

Microchip has has already done it for you. Download application notes
718, 696 and 857 from www.microchip.com . Circuit diagrams + the code.
All you need is a PIC programmer, some electronics skill and motors of
course:)
