In a linear power supply the caps filter the rectified AC so that it is
a steady DC voltage instead of one that ripples 100%. Yes, you can alter
the circuit by turning it into a switching power supply with a much
higher AC frequency and then you can use smaller caps. Of course you now
need to learn to design a much more complex power supply and get high
frequency caps instead.
