If they are 16 V DC, they are NOT induction motors.

Yes, since they have encoders, they are some sort of servo motor.
Whether thay can be used as precise positioning servos is another matter.
They probably are not much good for moving large machines, but could be
used for smaller machines, or special tasks like wire spoolers, tool changer
drives, stock feeder drives, etc.
