Do a google search for "PDFF". It can be tuned to have greater stiffness
to low frequency disturbances at the expense of response.
As far as implementation I would suggest using a microcontroller of some
kind (PIC, Stamp, AVR, etc.). Of course you can also do it analog style
with op-amps.
