Can be done and I have done this on my job using a PMD chip based design:
http://www.dynamicdevices.com/DynamicD/docs/WARP1.pdf . Took about six
months to finish the analog, digital, programming and packaging along with
all the support documents for manufacturing. You need good equipment (scopes
etc) and a fairly decent budget for prototyping and expect to put in a lot
of reading if you have not done this before. If this is not a commercial
venture I would suggest an off-the-shelf buy unless you want to learn the
art and science of designing three phase motor controllers and amplifiers.
