I had that same problem with some pulleys an i solved it by machining
off the existing boss completly then making a new bolt on flange with
a larger boss. I did however have a lathe but the same thing could be
made by making a flat bolt on flange and welding a short peice of
round bar in the center then bore the correct size hole. I am not a
regular here so i will probably get hammered but o well , it worked
for me
