Locked-rotor is the worst-case torture test, as there is no air motion
to help move heat from the armature to the housing. Even motors
with no internal fan will transfer heat a lot better from the armature
when it is spinning.

In general, mid-size machines should be able to null the servo amps
at less than 1 A. This may not hold for heavy quills, heads or knees,
however, where the motor is constantly fightning gravity. If the motor
overheats under these circumstances, you need to counterbalance the
load or change the gear ratio.
