Noise. The motor winding forms one plate of a capacitor, the bobbin
forms the di-electric and the motor case forms the other plate. The
stuff that's on the winding is a high frequency signal; you want to
ground the other plate of the capacitor to shunt the noise harmlessly
to ground.
