EBay scam?

There is a very suspicious item on EBay at the moment:

It is supposedly for a CNC plasma cutter but it looks like a scam to me.
The seller has a zero feedback rating and is keeping the bidding
private. There is no picture and they are talking about plugging into a
110V wall socket. You would expect a machine sold in the UK to run on UK
240V.
