I think that you can measure it with a dual trace scope.
I believe that the inductance changes with the frequency.
I belive that most inductance formulas are for Sine Waves.

Very simple, actually, if you have an inductance bridge. Very
hard, otherwise. I have a GR-1650, there was also an older GR-650,
that had tubes in it! There may be some DVMs that have inductance
measuring capability.

(The General Radio (GR) bridges also measure capacitance, Q and
milliohms, so they are good for a lot of these odd needs.)
