The easiest way to build a dyno is with a positive displacement water pump.
The input shaft is supported by beaaring blocks while the pump body is
allowed to rotate. Mount a lever arm on the pump body and attach a force
transducer (euphemism for fish scale) on the other end of the arm.

Don't forget to run hoses from the inlet and outlet to a bucket of water.
