Debugging of PPMC

Hey

I have major problems with the PPMC. I don't get any readings from the
quadrature counter board and I can't set the switches on the IO-board.

I like to figure out if it is a software problem (EMC) or if it is a
hardware fault.

Are there any diagnostic or debugging tools for the PPMC?

e.g. To carry out one reading from the quadrature counter board or a
tool that executes a series of the same commands.

I have a feeling that it is the hardware there has a problem. I got
it cheap!
