Another method would be to use a high frequency motor and a VFD for the supply.
These are made by Persche or Fimec to name but two.
They are obtainable with inbuilt ER collet chucks and can be had in 12,000 18,000
and 24,000 rpm models.

I have the spec sheets and current price list from a UK supplier if you wish to contact me.
Rough price for an ER 11 colletc chuck model 12,000 or 18,000 rpm with 0,3 or 0,4 Kw
power is 320 UKP.
The same models in plain shaft drop down to 230 UKP
