If you are into the online auctions at all, check eBay and others, you
can often score programs pretty cheap. Cadkey 97 can often be had for
around $100, and it's no lightweight. There are other capable CAD
programs that go for significantly less. I got a copy of Intergraph's
Imagineer from a local online auction for only $15. It's only 2D, but
has some nice features for quickly sketching out ideas and offers some
other features Cadkey doesn't.
None of these are free, but I mention them in case you thought you had
to spend hundreds or thousands.
