I've not worked out just what it can do in the way of controlling
'size', but it does have a very good trace tool
http://inkscape.org/doc/tracing/tutorial-tracing.html
and will output to lots of things including DXF

The interesting thing from my point of view - it's free and runs on both
Windows AND Linux
