gecko bench testing question

While testing some motors and encoders on Gecko 320 ,using the same
motor encoder and wiring, I have some of the Geckos that I can't get
to lock up the motor. Others will with almost no adjustment. These are
being adjusted with no load on them.
I also have a smaller motor that is very touchy (is that a word).The
shaft on the motor get hot as it is trying to find it's happy place.
Can anyone explain what is happening.
