Pete,
That's called parametric where it updates changes.
Most solid modeling programs have it and a few CAD programs but it tends to be pricy.

Years ago there was a nice little program called Drawing Board by Ashlar Vellum, not the same one as now but simpler and the pricing reflected it.
Not see a copy for ages although I may have an old copy on backup CD.
