Yes, sure. A mouse generally contains two quadrature encoders, and a
mechanism
(microcontroller) to send the info to the CPU. The mouse doesn't
guarantee it won't
lose counts here and there, however.

[This is an interesting idea. I just got a new "optical" mouse (made by
Microsoft) that doesn't use a trackball, but instead reads the texture of
the surface it's running on. It seems less balky than the
ball-and-cylinders method used by conventional mice, and probably would be
less likely to lose steps. How would one test this, and how could it be
mounted for use as a DRO?]
