RhinoArt, recently released by Mecsoft (makers of VisualMill and RhinoCAM)
has that feature - you can pick a color region for raster-to-vector
conversion. It's a plugin to Rhino that creates a curve around the region
which you can use as a basis for engraving, pocketing or profiling, using
RhinoCAM or another program to generate the G-code. I've been experimenting
with it and it seems easy to use and fairly effective. It also has a good
heightfield function, which creates a contoured mesh from a grayscale
bitmap, so light pixels become higher while dark ones are lower; this
creates a carvable relief from a photograph.

convert into G-code so that I could cut them on my mill. They are
simple logo and text items. They're not gray scale-either black or a
couple of solid colors. Ideally the colors would be used to define
different depths of cut, but on a single plane.
I'm just getting started in this world of CNC, so don't know what's
out there for this sort of thing.
