Lowering Pulse Count From Rotary Encoder For Mach3

I am converting my lathe to work with Mach3.
The lathe has an existing encoder on the spindle (HP HEDS-5310 446J).
Reading through the Mach3 documentation it looks like I can't use the
output from the encoder as the resolution is too high and pulse width
too low.
Is there an easy way of lowering the pulse count or should I just go for
a simpler solution?
