I think I found the problem. There is a threaded pin in the bottom of the rotary table retained by a set screw. I got the set screw out but the threaded pin wouldn't turn using a 2.5mm allen wrench. I tried various other sizes and they all slip.
Hmmm. I hope I don't have to drill it out.

I am adding a stepper motor to drive a 8" Phase 2 rotary table. I ran into a problem in that the eccentric sleeve does not rotate quite far enough to eliminate the backlash between the worm and worm wheel. The phase 2 6 inch, 8 inch and 10 inch tables all use the same eccentric sleeves.
I have concluded that the Phase 2 parts and instruction manual exploded view is drawn incorrectly based on how the parts have to be taken off. I have tried to gently pull the pc 37 excentric sleeve from the housing but don't want to use force. It wouldn't come out.
I suspect something is holding it in place but don't see and retaining or locking screws holding the eccentric sleeve in place.
Has anyone ever removed their pc 37 eccentric sleeve? If so how?
