Electronic Circuit Designer Needed

I want to go from a MPG (www.rogersmachine.net/MPG/heatsink.html) or
linear encoder (www.usdigital.com/products/pe/), to a stepper driver
(www.geckodrive.com) and on to a stepper motor.

The signal from the MPG needs to be converted to a step/direction
pulse stream. It will also need some kind of signal multiplier. One
click of the MPG might require 587 steps from the stepper motor to
have precision control between of the MPG and what's being operated.

The system would be used on electro/hydraulic systems, for valve
poisoning, pan/tilt for a camera or a telescope. There are many
projects I'm working on that need a generic system that I can adapt
to individual needs.

I do not want a PC ran system, but a basic PLC is just fine. The
complete package needs to be about the size of a shoebox.

I need 10 units to start with.
